Background of CTLPA

Stabilize The Student Learning Imperative, learning emphasizes the importance of out-of-classroom learning in the holistic approach to student learning and development. Therefore, every staff member who interacts with students inside or outside the class room, needs to see her/him­self as an educator, with an essential role preparing students for life.

The Caribbean Tertiary Level Personnel Association (CTLPA) was born out of the need for Student Services Personnel at tertiary institutions to:

  • better understand their roles and functions as essential parts of student learning and development
  • enhance their ability to plan and implement needs based on student development programmes
  • see themselves as part of a specific professional group with a common mission rather than as isolated individuals per­forming specific tasks.

Seeds of the CTLPA were sown at the 1996 Student Services Practitioners Workshop, held at the University of the West Indies (UWI), Mona. The main presenter was Dr. Carmen Neuberger, then Executive Director of the American College Personnel Association (ACPA), who encouraged the Director of Student Services, Mona, to start a State Division of ACPA. A meeting was convened in December 1996 with Student Services Personnel from UWI, Mona, the University of Technology (UTech) and the Mico College. The meeting agreed to seek affiliation with ACPA as “The Caribbean Tertiary Level Personnel Association” rather than as a State Division of ACPA.

A letter was sent to ACPA requesting that consideration be given to the inclusion of countries other than the USA in the nomenclature of the organization. As a result, ACPA by-law changes were approved, and the designation State Divisions was changed to State and International Divisions. History was created when CTLPA was chartered as one of the first International Divisions of the ACPA, at the 1997 annual conference convention in Chicago.

Eligibility For CTLPA Membership

All Student Services Personnel at tertiary level institutions in the English speaking Caribbean are eligible for membership in CTLPA. Student services personnel include, but are not limited to, individuals working in direct contact with students in areas such as:

  • Counseling
  • Examination
  • Academic Advising
  • Health Services
  • Residence Halls & Job Placement
  • Financial Assistance
  • Admissions
  • Sports
  • Distance Education
  • Clubs & Societies
  • Development Programmes

Caribbean Tertiary Level Personnel Association has committed itself to an affirmative action plan. This plan aims at meeting the needs of diverse groups within the population through members' involvement in CTLPA activities and leadership.
